Structure and purpose of the system
Unit Control Center (UCC) is an automated hardware/software complex, designed for the efficient management of the services units, responsible for the security of the city.
A net of automated workplaces of duty officers is organized for managing units. Every duty officer performs specified functions like supervising an area in the city, GIBDD unit control etc. Information from them goes to the workplace of supervising officer who provides interaction between all duty officers.
Duty officers and supervising officer of the UCC cooperate with public and private services, securing the city, via the channels of voice connection and by means of the event detection and planning system.
Workplace of the duty officer
The workplace is a part of unified network of duty officers, each of them has an appointed territory and tasks. Duty officers can transfer information from their workplaces to the supervising officer and other duty officers (for example in another area of the city) with the help of the workplace.
Typical automated workplace of an operator is a video wall with central video panel and with monitors displaying various zones.
Workplace of the supervising officer
Supervising officer evaluates the situation in general, using the information from duty officers (data from security objects, detected events, current condition of the units, communication logs, statistics on occurred events).
Workplace of the supervising officer includes one or several monitors, equipment used tocontrol the complex, headset for work with the audiofixation system and videoboard with the city interactive map.
Electronic map of the city
Necessary segment of the city map is displayed according to the current objective of the officer. Duty officer can see appointed area; supervising officer can display the whole city.
Electronic map is capable of locating any object by its coordinates and vice versa, identify coordinates by the address. For example the closest crossroad and building address can be identified for the current location of the unit.
Unit control
For the control of the units, duty officers can:
- locate any necessary unit on the map;
- find the closest unit to an event or object;
- record and listen the negotiations, with binding them to a location (can be displayed on the map);
- execute long silence control, timely contact control;
Handling of video surveillance post
For the efficient use of the video surveillance system, a plain attachment of the cameras to the map is used. It means that the operator does not receive huge list of video streams but has an easy-to-use interface for selecting cameras categorized by the city locations, streets, occurred events.
An archive of selected cameras can be accessed, necessary information can be saved on the external data carrier. It is possible to display picture from several cameras simultaneously, when working with the archive, in order to examine movemets of the objects between the areas covered by the cameras.
Video surveillance cameras are divided according to assignments of the operators. And depending to these objectives, operator can access (and display on the workplace) only the cameras related to the task.
